Flash alone does not a well-designed website make.

Confronted with the idea of CSS and Photoshop as design tools, don't forget the basic lessons of hierarchy, scale change and effective use of space to emphasize and organize elements.

Regarding your Photoshop layouts: if it looks like some developer did it, and not a graphic designer, do it again. Images, background images, graphics, color, etc. can all be utilized to frame or contextualize your content, to make it sing, and give it resonance.
